Importing From India to the Maldives

Every April India's trade directorate publishes a list that decides what a lot of Maldivian kitchens and building sites get that year. For 2026-27 it allowed more than 448 million eggs, over 230,000 tonnes of rice, and sand and stone for construction, all exempt from "any existing or future restrictions or prohibitions" India might impose (KNN India, 2 April 2026 (opens in a new tab), reporting the DGFT notification).
That quota is the most Maldives-specific thing about buying from India, and it's why this page exists. For everything else, the Maldives trades with India under SAFTA like its neighbours. So here's what the quota means for you, where SAFTA doesn't help, and what we couldn't read. The caveat - Maldivian customs and tax sites block our reads, so the import side is thinner than we'd like.

1. The Staples Quota Protects You From Indian Export Bans
India restricts exports of rice, sugar, onions and wheat products from time to time, when domestic prices rise. Under a bilateral arrangement dating to 1981, the Maldives gets a yearly quota of these staples that sits outside those restrictions (KNN India, as above). If you import rice, sugar, flour, eggs, onions, potatoes, dal or construction aggregate, that's what keeps your supply open when an Indian ban lands.
There's a catch that matters for booking. The quota goods can only leave through six Indian customs points - Mundra, Nhava Sheva, Tuticorin, Kandla, Visakhapatnam and ICD Tughlakabad (same source). Your supplier's nearest port may not be on the list. Ask which point it'll ship from before you agree a date.
2. SAFTA, With a Sensitive List
For everything outside the quota, SAFTA is the only preferential route, because the Maldives has no bilateral goods FTA with India. The Maldives keeps a SAFTA sensitive list of 170 lines at six digits, last revised in February 2021, and those lines get no preference (WTO Trade Policy Review, Maldives, September 2024 (opens in a new tab), read 25 September 2026). Check your line against it before you ask for a SAFTA certificate. If it's on the list then the certificate buys you nothing.
3. Back to the Eggs
The quota list is the one piece of India-Maldives trade that's decided in a government notice rather than a negotiation with your supplier. Read it each April, match your staples against it, and pick a supplier who ships from one of the six named points. For the rest of your basket, check the sensitive list first.
