Importing From India to Mongolia

Here's a sum worth doing before you ask an Indian supplier for an APTA certificate. When Mongolia joined APTA, its offer covered 366 product categories at a most-favoured-nation duty of 5%, with a margin of preference of 10 to 30% (GRATA International, 2020 (opens in a new tab)). A margin of preference is a cut in the duty, not in the price. So 10 to 30% off 5% leaves you paying 3.5 to 4.5%. The saving is half a point to a point and a half.

That's the honest size of the only trade agreement between India and Mongolia. This page says when it's worth claiming, and why the route your goods take matters far more. APTA's rule and certificate are on the APTA page. The caveat - we haven't seen Mongolia's list line by line, so the 366 categories are as reported, not checked by us.

1. When the Margin Is Worth It

Mongolia deposited its accession on 29 September 2020, and the agreement took effect for it on 1 January 2021 (same GRATA alert). That settles an old question - Mongolia does have concessions in force, even though DGFT's Appendix 2A still names only five members exchanging them (DGFT Appendix 2A (opens in a new tab)).

Is a point of duty worth a certificate? On a full container of a covered product, probably yes, if your supplier has issued APTA certificates before. On a small or mixed order, or with a supplier who has never done one, we'd skip it. A first certificate done wrong costs you time at a land border, and time is the expensive thing on this route.

2. The Route Is the Real Cost

Mongolia is landlocked between China and Russia. Indian sea cargo lands at a Chinese or Russian port and continues by rail or road, so every shipment crosses at least one more border before it reaches you. If you claim APTA, the certificate has to travel with the goods through that transit, and the transit documents have to show nothing was done to them on the way.

We haven't researched the corridor, the transit documents or the timings, and we'd rather say that than guess. Ask your forwarder for a dated quote that names the port, the border crossing and who holds the documents at each step.
