Importing From India to Cyprus

Updated

In July 2023 Cyprus rejected a lot of masoor dal from India at the border. The lab found procymidone, a fungicide not approved in the EU, at 0.16 mg/kg against a limit of 0.01 (RASFF 2023.5109 (opens in a new tab)). Masoor dal isn't an exotic import. It's a grocery staple, which is exactly why the case is useful.

Most of what Cyprus flags from India is everyday groceries, and this page is about what's Cypriot in buying them - the border record, the route question and a label rule we couldn't pin down. Duty and the EU-wide rules are on the EU bloc page. EU customs rules apply in the areas under the government's control, and this page doesn't cover goods entering elsewhere on the island.

1. Staples Fail at the Border

Cyprus raised 15 EU food alerts on Indian goods from 2021 to September 2026, and 13 were border rejections (RASFF Window (opens in a new tab), our count to 22 September 2026). The products are the grocery basket - rice, cumin powder, coriander, hulled sesame, sauces and spices. In October 2024 a consignment of sauces and spices was rejected because it had no official certificate or sampling report at all. In August 2026 hulled sesame failed on haloxyfop, which the notification describes flatly as "not approved for use in the EU".

For a Cypriot grocery importer the lesson is that a mixed container is only as good as its weakest line. One coriander carton with chlorpyrifos (as in June 2026) holds the lot. Ask the exporter for residue reports on each product line, not on the shipment. There's one seafood case too - frozen cuttlefish with cadmium at 1.2 mg/kg against 1.0 in May 2026 (RASFF 2026.4156 (opens in a new tab)). The test lists are on Quality control.

2. Closest to Suez, Furthest on the Cape

Cyprus is the EU member closest to the Suez Canal. On a Suez routing it's the first EU landfall from India. On a Cape routing it's nearly the last. With Red Sea routing still mixed in September 2026, Cyprus is the member state where the question "which route?" changes the transit the most. No schedule we read stated the canal, and Limassol didn't appear as a destination from any Indian gateway, so we have no transit to give. Name the route on every quote.

3. VAT, Label and Customs

Import VAT (ΦΠΑ) is charged at the Cypriot standard rate of 19% (Your Europe, VAT rates (opens in a new tab), last checked by the Commission 13 July 2026, read 25 September 2026). Customs is the Department of Customs and Excise (opens in a new tab), and Limassol is the container port.

The label is the open question. Greek is the working language for consumer information, and Turkish is also an official language. Regulation (EU) 1007/2011 (opens in a new tab) asks for the official language or languages unless the state says otherwise, and we found no Cypriot source saying which one a textile label needs or whether English is accepted alongside. Ask the Department of Customs and Excise before you print. If you'd like someone to sort the certificates and the route with the supplier, SourcingSync (opens in a new tab) does it.
