Importing From India to Estonia

On 12 March 2024 Estonian border inspectors rejected seven consignments of Indian food in one go. Nothing was found in the food. Every notification carries the same title - "Identity checks - mismatch identification code in test report and in packaging" (RASFF 2024.1803 (opens in a new tab)). The lab report said one code, the packs said another, and in Estonia that's the end of the conversation.

1. Estonia Rejects on Paper
Estonia raised 13 EU food alerts on Indian goods from 2021 to September 2026, and 11 were border rejections (RASFF Window (opens in a new tab), our count to 22 September 2026). Only two carried a lab finding. The rest were identity and document failures - the seven of March 2024, then three more on 13 May 2026 for ginger garlic paste, kasturi methi and composite products, one of them titled "Discrepancy between consignment and accompanying documents".
The notifications don't say why the codes differed, and nothing in them suggests the food was bad. It reads as sloppy paper, not fraud. The fix is boring and it works. Before shipping, ask the exporter to send photos of the printed cartons next to the lab report and the health certificate, and check that the batch code, product name and weight match on all three. 2. VAT, Labels and Customs
Import VAT (käibemaks) is charged at the Estonian standard rate of 24%, in force since 1 July 2025, when it rose from 22% (Estonian Tax and Customs Board, value added tax (opens in a new tab), read 25 September 2026). Estonia has raised its rate more than once since 2024, so confirm it on the date of entry.
The label is in Estonian under Regulation (EU) 1007/2011 (opens in a new tab). There's no such thing as a Baltic label, and Latvian and Lithuanian are separate jobs. Customs is the Estonian Tax and Customs Board (opens in a new tab).
3. Getting There
