Importing From India to Finland

Updated

In 2023 Finland's market inspectors flagged a pair of Indian-made gloves. They contained chromium VI at up to 10.3 mg/kg, a substance the EU limits because it triggers skin allergies (Safety Gate (opens in a new tab)). The same year they flagged Indian earrings in which parts were 83% lead by weight (Safety Gate (opens in a new tab)).

Finland is one of the few member states whose product safety alerts on Indian goods look more interesting than its food alerts, and that's where this page starts. It then covers the VAT, a label question we couldn't answer, and the long winter route to Helsinki. Duty and the EU-wide rules are on the EU bloc page.

1. Leather, Metal and Plastic, Not Just Food

Finland raised 8 EU product safety alerts on Indian goods from 2021 to September 2026 (Safety Gate (opens in a new tab), our count to 18 September 2026). Two were chromium VI in leather (a leather wallet and the gloves). One was a wallet whose plastic was 22% DEHP, a phthalate the EU restricts. One was the lead earrings. Two were hair dyes with microbial contamination, and two were prank toys.

Here's why that matters. Leather accessories and fashion jewellery are everyday Indian export lines, from Kanpur, Chennai and Jaipur, and none of these faults shows up in a photo or a sample you hold in your hand. They show up in a lab. So write the limits into the purchase order (chromium VI in leather, lead and cadmium in metal parts, phthalates in any plastic print or trim) and pay for a test on the bulk, not the sample. The limits and our test plans are on Quality control.

Food matters too, but it's quieter. Finland raised 32 food alerts on Indian goods in the same period, including Salmonella in turmeric in June 2024 and thiamethoxam in rice in September 2025 (RASFF Window (opens in a new tab), our count to 22 September 2026).

2. VAT, Labels and Customs

Import VAT (ALV) is charged at the Finnish standard rate of 25.5%, in force since 1 September 2024 (Finnish Tax Administration, rates of VAT (opens in a new tab), read 25 September 2026). Check that your broker's tariff table caught the 2024 rise.

Finnish and Swedish are both official languages. Regulation (EU) 1007/2011 (opens in a new tab) asks for the official language or languages unless the state says otherwise. Does Finland need both on a textile label? We don't know, because the Finnish Safety and Chemicals Agency, Tukes, blocked our reads. Until someone confirms it, put both on your purchase order. Customs is Finnish Customs (Tulli, tulli.fi, listed on the EU's page of national customs sites (opens in a new tab)).

3. The Winter Feeder

An Indian shipment to Helsinki (Vuosaari) or Kotka is a deep-sea leg to a North Sea or Baltic hub plus a feeder, and Baltic winters land their delays on the feeder. Our Rotterdam transits from India are 33 days from Nhava Sheva and a 25-day median from Chennai (carrier schedules, September 2026, Indicative), and the feeder and hub dwell come on top. For a winter launch, book earlier than you think. SourcingSync (opens in a new tab) can book the lab tests and the freight in one go.
