India's cotton T-shirt exports to Luxembourg fell 91% in FY2025-26, from US$0.13 million to US$0.01 million (TradeStat EIDB (opens in a new tab), HS 61091000, our query). That isn't Luxembourg giving up T-shirts. At that size, one buyer changing supplier moves the whole number, and that tells you most of what you need to know about Luxembourg as a market.
Luxembourg importers are often small, or distributors serving Belgium, France and Germany too. This page covers the three things that are Luxembourgish - the VAT, a label question with no clean answer, and a route in without a sea port. We'll say where our knowledge stops.

1. The Lowest VAT in the EU
Import VAT (TVA) is charged at the Luxembourg standard rate of 17% (Your Europe, VAT rates (opens in a new tab), checked by the Commission 13 July 2026). It's still the lowest standard rate in the EU, one point below Malta. That helps cash flow at the border, but remember VAT follows where goods are sold, so goods you move on to Belgium or France are taxed there.
2. Which Language on the Label?
Luxembourg has three administrative languages, Luxembourgish, French and German. Which of them the EU textile regulation requires on a label sold in Luxembourg, we couldn't confirm, because the official guidance pages we tried no longer exist. A label already made for France or Germany is the practical starting point, and your broker or the customs office can confirm.
If you distribute across the region, this is your real decision. Three or four markets means three or four labels, or one multilingual label. Our view? Print the multilingual label once. It costs less than a relabelling job in a warehouse.
3. The Route In
Customs is the Administration des douanes et accises (opens in a new tab). Luxembourg is landlocked, so the sea ports are Antwerp and Rotterdam, then road, rail or barge under EU transit, with the Bettembourg rail terminal as the usual inland end.
