In 2026 Malta took a pair of Indian-made shoes off the market because the plastic parts contained restricted phthalates (Safety Gate alert 10098899 (opens in a new tab)). A year earlier it flagged cadmium in frozen squid from India (RASFF 2025.4582 (opens in a new tab)). For a country of half a million people, Malta checks Indian goods more than you'd expect - 19 food notifications since 2021, as many as Romania.

1. What Malta Stops

Malta's 19 food notifications on Indian goods are mostly spices and rice - pesticide residues in cumin, tricyclazole in rice, ethylene oxide in a sauce (RASFF Window (opens in a new tab), our count to 23 September 2026). None of that is unusual for Indian food in the EU. What it tells you is that a small port doesn't mean a light check. Test plans by product are on Quality control.

The shoe alert is the one for consumer-goods buyers. Phthalates hide in PVC soles, prints and trims, so name the REACH limits in your spec and ask for a test report on the actual materials, not a generic certificate.

2. VAT and an English Label

Import VAT is charged at the Maltese standard rate of 18% (Your Europe, VAT rates (opens in a new tab), checked by the Commission 13 July 2026).

Maltese and English are both official languages. The EU textile regulation asks for the member state's official language or languages, so is English alone enough on a textile label in Malta? We couldn't read a Maltese source that says, because the consumer authority's textile page is gone. Ask your broker before you print. If English does work, Malta joins Ireland as the easiest EU market for a supplier that already labels for the UK, and that's a real saving on a small run.

3. Marsaxlokk Is a Relay First

Customs is the Malta Tax and Customs Administration, mtca.gov.mt, listed on the EU's page of national customs sites (opens in a new tab). Marsaxlokk, the Malta Freeport, is the container port.

It's a transshipment hub as much as an import port. Asia-Europe loops call there to swap boxes for the rest of the Mediterranean, which means frequent sailings, but your container may be a local discharge on a vessel treating Malta as a relay, and the haulage out of the Freeport is a separate booking.
