India's cotton T-shirt exports to Romania fell 41% in FY2025-26, from US$6.86 million to US$4.04 million (TradeStat EIDB (opens in a new tab), HS 61091000, our query). In the same year Romania raised its VAT. We can't prove one caused the other, and we won't claim it, but a buyer pricing Indian goods in Romania today is working with different numbers from a year ago.

1. VAT Went Up

Import VAT (TVA) is charged at the Romanian standard rate of 21%, in force since 1 August 2025 under Law 141/2025, which also merged the reduced rates into a single 11% (ANAF note on Law 141/2025 (opens in a new tab)). If you're costing from an old invoice or last year's landed-cost sheet, redo it.

The textile label must be in Romanian.

2. Inputs or Finished Goods

Romania has its own garment industry doing cut-make-trim for Western European brands. So Indian fabric and yarn go in as inputs alongside finished goods for retail. Which one you're importing changes the tariff line, the label rule and, later, the origin of whatever leaves Romania. Get that straight before the first order, because it's a pain to unpick after.

3. What Romanian Controls Stop

Romania raised 19 EU food alerts on Indian goods from 2021 to September 2026, and ethylene oxide is the cause in 10 of them (our count of RASFF Window (opens in a new tab), to 23 September 2026). The latest, in September 2026, was pesticide residues above the limit in Indian golden raisins (RASFF 2026.8075 (opens in a new tab)). Test plans by product are on Quality control.

4. The Long Way to Constanța

The customs authority is the Autoritatea Vamală Română. Its site answered us with a bot challenge, so we haven't linked it. Constanța, on the Black Sea, is the container port. From India it's reached through Suez and the Bosphorus, and on a Cape routing it's the furthest EU port of all.

No Indian gateway we mapped listed Constanța as a destination. Black Sea cargo from India usually relays at a Mediterranean hub, but we have no transit to publish and we won't guess one. Get the relay port and the canal named on your quote.
