Importing From India to Paraguay

Paraguay's ambassador in New Delhi was one of the two who signed the India-MERCOSUR electronic certificate protocol on 14 September 2026, alongside India's Commerce Secretary and Uruguay's ambassador (Outlook Business, September 2026 (opens in a new tab)). For a small landlocked market, that's a good sign of interest. It doesn't change your duty yet.

1. Your Goods Land Somewhere Else First

Paraguay has no sea coast, so Indian cargo reaches it through a Brazilian, Argentine or Uruguayan port and then travels on by river or road. That makes the documents do two jobs. If your line carries a PTA margin, the certificate of origin has to name the agreement and travel with the goods through the transit country, and the transit documents have to show the goods weren't worked on along the way. Ask your forwarder how they route and who holds the papers at the transit port, and get it in writing before the goods leave India.

The other thing to plan for is time. A transhipment at sea, then a transit leg on land or river, is two places for a box to wait. Ask for a dated quote that names both.

2. The Electronic Certificate Isn't Live Yet

The September protocol gives electronic certificates the same value as paper, but it takes effect only after India and MERCOSUR each finish their internal procedures and notify each other (same report). A paper original is still the safe choice, especially when it has to cross a second border.
