Importing From India to Uruguay

Uruguay's ambassador signed the India-MERCOSUR electronic certificate protocol in New Delhi on 14 September 2026 (Outlook Business, September 2026 (opens in a new tab)). It's a small step in a small agreement, and the most useful thing we can tell a Uruguayan buyer is what it doesn't do yet.
We'll keep this short, because Uruguay genuinely has little to add to the MERCOSUR page, which holds the agreement, its coverage and what we couldn't read. Everything below is Uruguay-specific.

1. Paper Until the Protocol Starts
The protocol gives an electronic certificate the same value as paper, but it takes effect only after India and MERCOSUR both finish their internal procedures and notify each other (same report). So if your line is on MERCOSUR's offer list and you claim the PTA, ask for the paper original with the shipping documents. A supplier who says "it's electronic now" is a few months early.
2. Montevideo, and a Lane You May Share
Montevideo is a deep-water port that also handles transit cargo for landlocked Paraguay, so you may find yourself on the same routing as Paraguayan importers. That's geography, not a service we've verified. None of the carrier schedules we read in September 2026 listed a Uruguayan port from India, so assume a transhipment and ask the forwarder to name the hub on the quote.
