Handicrafts and Home Decor

Updated

A photo frame is not a timber import, as far as most decor buyers are concerned. Australian customs brokers see it differently. One of them warned importers in March 2026 that "items like photo frames, bamboo mats, musical instruments, and even the pallets your goods arrive on are all subject to strict oversight" (Australian customs broker, LinkedIn, 2026 (opens in a new tab)). Get the paperwork wrong on a container of carved boxes and the result can be re-export or destruction, not just a delay.

That's the shape of this whole category. "Handicrafts" is a trade word for dozens of crafts that share a method, hand work in small workshops, and nothing else. At the border they get sorted by material, and wood, cane, brass and marble each meet different rules. This page maps the crafts by material, names the towns, and sets out what each material needs from you. It's country-agnostic in purpose and India-led in evidence. The national picture, with the export council and the official figures, is on India's handicraft exports.

The Crafts, Sorted The Way The Border Sorts Them

India's list of Towns of Export Excellence names eight handicraft towns: Jodhpur, Jaipur and Barmer in Rajasthan, Srinagar and Anantnag in Kashmir, Saharanpur and Moradabad in Uttar Pradesh, and Agartala in Tripura for bamboo and cane (DGFT Appendix 1B, 2023 (opens in a new tab), Verified). Varanasi is listed for handloom and handicraft together. Here's how the crafts fall out by material.

Metal. Brass, copper, iron and aluminium decor, lamps, planters and tableware. The name everyone knows is Moradabad, a listed town with a GI-tagged metal craft (UP ODOP (opens in a new tab), Verified). But as our first intelligence point shows, its export houses mostly ship iron, steel, glass and wood alongside brass, so expect a mixed-metal house rather than a brass specialist. Start at brassware and Moradabad. Mirzapur is also known for brass, and Aligarh for locks and metal craft (locks).

Wood. Carved boxes, frames, small furniture and toys. Saharanpur has a GI-registered wood craft (registered 31 March 2014, UP ODOP (opens in a new tab)), Jodhpur makes furniture and decor in mango, sheesham and acacia, and Varanasi lists wooden toys and lacquerware. Start at Saharanpur, Jodhpur and wooden toys. Larger pieces belong to furniture.

Cane, bamboo and fibre. Baskets, mats, trays and lampshades, made across the north-east with Agartala as the listed town. Start at basketware and Agartala.

Stone. Marble inlay and carved stone from Agra, and stone pieces in Jaipur's exports, where stone sits among the top shippers' lines next to furniture (archived US shipping-record district pages, 2025, Indicative).

Glass. Firozabad is the listed town for glass artware, with "more than 400 glass work units" by the state's own count (UP ODOP (opens in a new tab)). It lives on ceramics and glass.

Textile decor. Block-printed cushions, embroidered throws and dhurries cross over into textiles, and rugs into carpets. Jaipur is the hub where crafts meet, covered on Jaipur.

How A Craft Order Actually Works

Most handicrafts reach you through two layers. An export house holds the export code, the showroom and the buyer relationship, and small workshops behind it do the casting, carving or weaving. Makers and exporters in Moradabad, Jodhpur and Saharanpur describe the same set-up on Indian business forums: workshops make to order for export houses and rarely sell abroad direct (r/IndiaBusiness, 2026 (opens in a new tab), flagged for a spot-check).

That's a perfectly good structure, and it's how most craft industries in the world run. It has two consequences for you. First, the exporter you contract with usually isn't the maker, so ask who casts or carves and whether the work goes out to other units. Second, the workshop is the one that feels a downturn first, and after the US slump in our second intelligence point there's spare capacity in metal decor right now. A small, steady buyer can get real attention from a workshop in that position.

For a small seller, two doors are easier than most. India's handicraft export council runs the IHGF Delhi Fair twice a year, where export houses show ranges you can order from, and runs a B2B cash-and-carry centre at Moradabad (EPCH (opens in a new tab), Verified). The Ministry of Textiles has also sanctioned nine handicraft mega clusters, including Moradabad, Jodhpur, Bareilly, Lucknow, Narsapur and Kutch-Bhuj (National Portal of India (opens in a new tab), Supported). If you'd rather someone found the workshop and followed the order, SourcingSync (opens in a new tab) does that.

What Each Material Needs From You

This is where handicraft orders go wrong, because the buyer thinks "decor" and the border thinks "wood" or "metal". Positions as of 5 October 2026.

Wood, Cane And Bamboo

  • Australia treats these as biosecurity risks. The import conditions in BICON apply per component, cane made in cottage workshops gets particular attention, and illegal-logging due diligence has applied since 3 March 2025, with a species and harvest declaration for timber furniture (our gaps research, Supported, not re-verified because the official site timed out). Check BICON with your customs broker before you book.
  • Packaging counts too. Wooden pallets and crates need ISPM 15 treatment and marking in almost every market, which is covered on ISPM 15.
  • Legality rules for timber differ by market, and timber legality sets out what each one asks for. In the EU the deforestation regulation covers wood products from 30 December 2026 for large and medium operators.
  • Species names are used loosely. Buyers report "sheesham", "acacia" and mango sold as catch-alls (r/woodworking, 2023 (opens in a new tab)), and your legality paperwork has to name the real species. Write the species into the order.
  • Dyes matter on fibre too. One EU alert on an Indian product was azo dye in bamboo placemats, with benzidine at 150 mg/kg (EU Safety Gate (opens in a new tab), our count).

Metal

  • Heavy metals are the failure. In the UK, 10 of 36 product-safety reports on Indian goods were cadmium, lead or nickel in jewellery or metalware, most stopped at the border. In the EU, lead turned up in a candle holder, a pepper mill and a kitchen item (UK OPSS (opens in a new tab), EU Safety Gate (opens in a new tab), our count). Get the alloy and any coating in writing, and test anything that touches food or skin.
  • US duty on metal is different from other crafts. Steel, aluminium and copper articles can fall under Section 232 duties instead of the usual rate, and the rates have moved several times. Classify the piece and confirm it with your customs broker before you price.
  • EU preference is gone on base-metal articles for now. India's GSP preference on the base-metals section, like the stone, ceramics and glass section, is suspended from 1 January 2026 to the end of 2028 (Regulation (EU) 2025/1909 (opens in a new tab), Verified). Wood and basketwork aren't in the suspended sections, though you should confirm your line in TARIC.

Stone

  • Asbestos is the odd one out. Two UK reports on Indian goods were marble-chip doorstops containing asbestos (UK OPSS, our count). Composite stone pieces need a material declaration.

Everywhere

  • Origin proof decides your duty in Australia, the UK and soon New Zealand, where the trade agreements bring most crafts to zero. In the UK, rattan basketwork went from a 2% normal rate to 0% under the CETA on 15 July 2026 (UK Trade Tariff (opens in a new tab), Verified). See certificates of origin.

Which Crafts Suit A Small Seller

The ones where the material is simple and the rules are light. Textile decor, metal pieces that don't touch food, and stone are the easiest first orders, because the paperwork is short and the workshops are used to mixed small orders through export houses. Wood and cane can be just as good, but for Australia and New Zealand budget time for biosecurity, and make sure your exporter has shipped that material to your country before. Glass ships fine but breaks, so ask how it's packed before you ask what it costs.

Back To The Photo Frame

So is a photo frame a timber import? At the Australian border, yes, and in the EU the deforestation rules may reach it from the end of 2026, so check your line. The craft is what you sell. The material is what you import. Start every handicraft order from the second one.
