Panipat Textile Cluster: Bath Mats, Tufted Rugs and Big-Box Volume

In April 2025, when the US paused its new tariffs for 90 days, a Panipat exporters' leader told The Tribune that "the orders which were in the pipeline would be shipped within 90 days". The paper put those pending orders at ₹3,000 crore and listed who they were for. More than 400 Panipat exporters ship carpets, bath mats, cushions, bed covers and rugs to Walmart, Target, Costco and Kroger, worth around ₹10,000 crore a year to the US (The Tribune, 14 Apr 2025 (opens in a new tab)).
That list of buyers is the key to the town. Panipat isn't a craft cluster with a heritage story. It's a volume supplier to the biggest retailers in America, built around a few product types, and its shipping record shows it more clearly than anything the town says about itself. Here's what that means if you buy for a smaller business, or for a market that isn't the US. One honest caveat first. We found no foreign buyer talking about Panipat on any forum we searched, so this page leans on records and press rather than first-hand stories.
What The Government Says It Makes
Panipat holds two entries on the list of Towns of Export Excellence, one for woollen blankets and one for carpets, floor coverings and bed linen (DGFT, Appendix 1B, 2023 (opens in a new tab)). Both are honest descriptions. What the official list can't tell you is which of those products the town actually wins with abroad, and that's what the shipping data answers.
What The Shipping Record Says It Makes
This is one of the few places where a table earns its space, because the point is the comparison between rows.

What A Big-Box Town Means For A Smaller Buyer
A cluster built for Walmart and Target has two faces for anyone else. The good one is discipline. Exporters used to big US retail compliance programmes know test reports, carton marks and labelling. The harder one is attention. When the tariff paused, those same exporters rushed to ship the pipeline to their biggest customers, and buyers had earlier asked for 15 to 20% discounts (The Tribune, 2025). A small importer is a lower priority in a rush, and that's normal business, not a slight.
Our reading, which is Indicative, is that the 2025 shock gave Panipat a strong reason to court buyers outside the US, which is worth knowing if you buy for the UK, the EU or Australia. The current US position is on India to the US. Ask how much of a unit's capacity is committed to one customer before you plan around it. The US record shows that single-buyer dependence is common among smaller Indian makers (our analysis across 15 supplier pages).
One more thing to check. Al Jazeera described Panipat in 2025 as one of the world's largest textile recycling hubs, a big supplier of blankets and of shoddy, the yarn spun from recycled wool and fibre (Al Jazeera, 2025). That's a strength for some buyers. Just ask what the fibre is and get it in writing, because any recycled claim you print on a label is one you'll need to prove. Getting Goods Out
There's a private inland depot at Jattipur near Samalkha in Panipat district, on the Delhi to Ambala highway, which the customs list showed as not yet connected to the online system in February 2024 (ICEGATE CFS list, Feb 2024 (opens in a new tab)). Ask your supplier which depot it uses today. Panipat is about 1,040 km in a straight line from Mundra and 1,230 km from Nhava Sheva (our calculation). Fairs And Timing
Bharat Tex and the HEPC handloom fairs in Delhi are the textile shows, and the India Carpet Expo covers floor coverings. Panipat is close enough to Delhi that a factory day can follow a Delhi fair. Avoid the Diwali fortnight around 8 November 2026.
