Here's a number that should change how you shop for India. Between September 2025 and February 2026, Indian shipments of women's woven blouses to the United States fell 73% against the same months a year earlier. Of the 21 Indian product lines we tracked, only one fell further, and that was metal ornaments and frames, not clothing. Six months later the line was back to 19% down (our count of US sea bills of lading, Sep 2026).
A product only falls that hard when the US was its main customer and a tariff hit it head-on. That tells you two things. India's blouse makers are serious exporters, built for Western retail. And plenty of them have had to look for new buyers. This page is built as the questions a buyer outside India asks about blouses and woven tops, answered from trade data and shipping records. Why Buy Blouses From India At All?
Because it's where India wins. Across apparel, India is a mid-table supplier. It holds about 7% of the T-shirts the US, UK and Australia import. In women's woven blouses it holds about a quarter of the US and UK markets (our analysis of 2025 import data). The reason, by our reading, is the work that goes into a blouse beyond the cut: embroidery, hand print, dyeing and washes, smocking, pin-tucks and fine cotton and viscose wovens. Those are skills India has in depth, and they're slow for the low-cost basics factories elsewhere to copy.
There's a counterpart. If your range is plain poplin shirts with no detail, India isn't automatically the answer, and India vs Bangladesh for garments and India vs Vietnam are the honest comparisons. Lead with India where the blouse has work in it.
Which City Should I Look In?
The US record names seven, and they split into three groups.
The Delhi belt: Noida, Gurugram, Faridabad and Delhi. The government lists all three satellite cities as Towns of Export Excellence for apparel (DGFT, Appendix 1B (opens in a new tab)), and the largest named blouse shipper in our data is in Faridabad. Jaipur. Block-printed and hand-dyed tops, often in smaller runs. Read the Jaipur cluster page before you go, because the city's sourcing scene has a reputation for agents who overpromise, and hand block print textiles from India covers the print itself.
Bengaluru and Mumbai. Bengaluru appears in the record as a woven maker's address too. Mumbai addresses in the data are mostly export houses, buying offices and forwarders rather than sewing floors. An Indian maker on a forum put the split simply for a foreign buyer: Tiruppur is knits only, and wovens belong in Bangalore, Delhi or other hubs (forum signals, 2023 and 2024).
Our practical reading: embroidery and embellishment, start in the Delhi belt. Hand print, start in Jaipur. Volume woven basics for a large retailer, add Bengaluru. Treat a Mumbai quote as an exporter or agent until you know where it's sewn.
Who Am I Actually Talking To?
This is the question that matters most in this product, because the record says the trade is layered.
A third of the named shippers are forwarders, and some of the largest names are global groups that ship blouses from India and from other countries under one account. One Mumbai-based group in our sample loaded more of its US cargo at Vung Tau in Vietnam than at any Indian port. That's a legitimate business model. Buying houses and global suppliers run multi-country programmes and many do it well. But it means the company on your quote may not own the sewing floor, and the country your blouse comes from may depend on which factory gets the order.
So ask three things in writing. Which factory cuts and sews my order, with its address. Which units do the embroidery or print, inside or outside that factory. The US line has a detail most buyers never see. A separate, lower rate exists for "certified hand-loomed and folklore products". It applies only when the goods carry the certification the US arrangement requires, and a hand-embroidered top on mill-woven cloth isn't automatically hand-loomed. Don't build a price on it. If you think a product might qualify, check this with your customs broker before you book.
Viscose and polyester blouses sit on other lines with other rates, and a blouse with heavy embellishment can raise classification questions. Have your broker confirm the code from a sample. HS codes explains why.
What Goes Wrong With Woven Tops?
Official safety records are quiet on adult blouses. We found no EU, UK or US alert on India-made women's tops in our pull (2021 to September 2026). The trouble is commercial, and it comes in three forms.

Embellishment drift. The sample has dense, even hand embroidery, and the bulk has thinner work or machine work in places. This is the woven equivalent of a lighter fabric in knits. Write stitch density and the hand or machine method into the spec, photograph the approved sample against a ruler, and inspect against that photo.
Fabric that shrinks or bleeds. Viscose and printed cotton move in the wash, and bright dyes can bleed into white grounds. Put a post-wash shrinkage limit and a colour-fastness requirement in the PO. For the EU and UK, add a test for banned azo amines on dyed fabric, and confirm the limit with your lab.
Timing around festivals. Embroidery work leans on skilled hands that leave for the October and November festivals. Plan samples and bulk so that peak production doesn't land in the fortnight around Diwali. How to source from India has the calendar.

How Do The Goods Leave?
From the west coast, mostly. Nhava Sheva leads the ports of loading for US cargo, with Mundra second (our count). A 73% fall is a painful number for the people inside it. For a buyer in Sydney, Auckland, Manchester or Dubai it's also a sign of where capacity sits. India's blouse makers built their trade for demanding Western retailers, and many are now looking past the US. Our reading is that this makes a careful approach easier, not a cheap one (Indicative). Ask who sews, write the embroidery down, and the strength behind that quarter-share of two big markets is yours to use.
