The Delhi NCR Apparel Hub: Noida, Gurugram and Faridabad for a Foreign Buyer

On 1 September 2025, a few days after the US tariff on Indian goods went to 50%, a reporter walked through garment units in Noida. A senior HR manager at one of them gave the plainest description of the week. "Some orders have been put on hold midway, others have been cancelled. A lot of our goods are just lying here in the factory." The president of the Noida Apparel Export Cluster said new orders had "stopped completely" (The Indian Express, via BHRRC, 1 Sep 2025 (opens in a new tab)).

What makes that worth your time is what those factories make. They weren't sewing T-shirts. The Delhi belt is India's woven fashion workshop, the place for blouses, dresses, embroidery and detail, and the US shipping record shows exactly how hard that line was hit. This page reads the belt as a set of answers to the questions a foreign buyer actually asks. The caveat is the usual one for India. No official body publishes the size of the cluster, so we give you what the shipping records and the government lists can support and nothing else.

Is "NCR" Really One Cluster?

Not on paper. The government's list of Towns of Export Excellence names three separate apparel towns in the region, Noida in Uttar Pradesh and Faridabad and Gurugram in Haryana (DGFT, Appendix 1B, 2023 (opens in a new tab)). Uttar Pradesh's own district list adds readymade garments as Noida's district product (UP ODOP (opens in a new tab)). Delhi itself, with the old industrial estates in Okhla, isn't on the export-town list at all, though plenty of exporters keep offices there.

In practice a buyer meets it as one belt, because exporters hold offices in one town and run or use sewing units in another, and the region shares one airport, one set of inland depots and one fair calendar. So treat "NCR" as a working label and ask each supplier where the cutting and sewing happen, by town and by address.

What Does It Make That Tiruppur Doesn't?

Wovens and detail. Tiruppur is a knit town, and the Indian makers who advise foreign buyers on forums say so themselves, pointing woven and more complex work towards the Delhi region and Bengaluru (see the Tiruppur knitwear cluster). The shipping record agrees. In women's woven blouses the NCR towns lead the named shippers, while in cotton T-shirts Tiruppur holds 44.6% and the NCR towns appear only as a handful of rows (US import bill-of-lading records, our analysis).

That's where India's apparel edge sits anyway. Embroidery, hand finishing, prints, garment dyeing and washes are what Indian makers win on, and plain basics are a price fight with China. The NCR belt is where that kind of value-added fashion work concentrates, which makes it the first place to look for a woven top with handwork and the wrong place to look for a cheap blank tee. Why Did The Tariff Hit Delhi So Hard?

Because the US was a big buyer of exactly this product, and fashion orders are short and easy to move. The Noida cluster president told the reporter his firm had shipped at a 12% discount before the tariff rose, just to clear stock. Another Noida maker said the US was 17% of its turnover (Indian Express, 2025). Both figures are single firms speaking to a journalist, so read them as colour and not as a measure of the belt.

The record measures it better. Our count of 6206 bills shows the line down 73% across the six months after the tariff, the steepest fall of any apparel code we read, and still down 19% in spring and summer 2026 (Indicative on cause, because the data shows timing and not motive). The current US position is on India to the US. If you buy for the UK, the EU, Australia or New Zealand, the useful reading is that a belt which lost US orders has had a year of reasons to court other markets. That's a reason to ask, not a promise of a discount.

Does An NCR Address Mean A Garment Maker?

No, and this is the trap. Noida-addressed shippers in the US data turn up under footwear, imitation jewellery, metal décor and handbags. The largest Gurugram-addressed shipper we read ships bed linen, and several Gurugram rows are forwarders (our count of the named shippers, read 23 Sep 2026). Some of that is real manufacturing, since Noida is also on the leather council's list of production centres. Some of it is an office address for goods made elsewhere.

None of that is a problem in itself. Merchant exporters and buying offices are a normal and useful part of the Delhi trade. It just means the address on a quote tells you where the paperwork is, not where your blouse is sewn. Ask for the sewing unit's address, and read manufacturer vs trading company before you decide which you want.

What Goes Wrong On Quality?

A production agent based in Gurugram described one case in June 2026 that every buyer of heavyweight cotton should know. A factory used a lighter fabric than ordered and loaded it with starch during washing so the garments would hit the specified weight on the scale (r/streetwearstartup, 2026 (opens in a new tab), one person's account). The fix is to test fabric weight after a wash, not on the finished piece, and to say so in the order. The inspection method is on AQL sampling explained.

How Do Goods Leave?

The belt is about 970 to 1,000 km in a straight line from Mundra and further from Nhava Sheva (our calculation from town centres, so the road is longer). Noida has the CONCOR inland depot at Dadri, with a private logistics-park freight station alongside (CONCOR terminal list (opens in a new tab), read 23 Sep 2026). We found no inland depot on the official lists in Gurugram district. In the US record, woven blouses load mostly at Nhava Sheva (62.5% of bills) and Mundra (11.8%).

For a full container, name the depot as the delivery place, "FCA ICD Dadri" rather than "FOB Nhava Sheva", for the reasons on the FCA page. For a small lot, expect the cargo to travel to the port before it's consolidated. And for fashion, a lot of samples and urgent top-ups fly from Delhi, which handled about 740,000 tonnes of international freight in FY2025-26 (AAI). Carrier sea schedules we read on 23 September 2026 showed Nhava Sheva to Rotterdam at a median of 33 days and to New York at 33, and Mundra to New York at 30 (medians of a few sailings, and they change).

When Should I Visit?

Plan around two fixed points. The IHGF Delhi Fair in Greater Noida runs 13 to 17 October 2026 and again in spring, and it's mainly home, gifts and fashion accessories rather than clothing. Bharat Tex in New Delhi is the textile fair, and its 2027 dates aren't announced yet. Avoid the fortnight around Diwali on 8 November 2026, when factories slow and many workers travel home.
