Agra Leather Footwear Cluster: Shoes, Stone and Rugs From One District

In August 2025 an Agra footwear exporter told a newspaper how his town had got where it was. "After the collapse of the Soviet Union, we shifted to the U.S. market. Now, Trump's decision has put our survival at stake" (Free Press Journal, 3 Aug 2025 (opens in a new tab)). That's two market collapses in one career, and the town survived the first by moving its whole order book to a new continent.

It's a useful story for a buyer, because it tells you Agra's shoemakers know how to chase a new market when an old one shuts. This page is about what that means if you're the new market. It covers what the district is officially known for, what the shipping records say it actually sends abroad, which depot and port to name, and the fairs where you can meet its makers. One caveat first. The size figures quoted for Agra disagree with each other, and we show you where.

What The Government Says Agra Makes

Agra is on India's list of Towns of Export Excellence for leather products (DGFT, Appendix 1B (opens in a new tab)), alongside Kanpur and Ambur. Uttar Pradesh's district product list adds detail. It names leather products and footwear first, then stone and marble inlay work, then a sweet called petha (UP ODOP, Agra (opens in a new tab)). The same state page claims India is "the second largest manufacturer of leather shoes after China". The leather council says much the same about all footwear, putting India's output at 2.58 billion pairs, though that figure is from 2018 (Council for Leather Exports, 2026 (opens in a new tab)).

So the official picture is simple, a leather and footwear town. The reputation matches. The surprise is in what the district actually loads into containers, which comes next. For the rules every leather order shares, such as chromium VI testing, start at leather and footwear.

What The Shipping Records Show

We read the US import records two ways, by product and by district, and they tell one story from two ends.

By product, Agra is a real footwear base but a fragmented one. Nine named Agra makers appear among the larger Indian shippers of leather-upper shoes, more names than any other town, and together they hold about a quarter of the volume of Kanpur's eight. Our reading is that Agra is a town of many mid-sized and small shoe exporters rather than a few big ones. For a buyer that's mostly good news, because a smaller maker is more likely to want a new account and run a modest first order. It also means more checking, since there's no obvious leader to default to.

By district, footwear shares the stage. Carpets and stone work are as common among Agra's top US shippers as shoes are, and a few of the district's top shippers ship furniture fittings, glass or art pieces. If you came for shoes this barely matters. The two press figures for Agra's exports don't line up. One trade title puts Agra's total footwear and leather exports near ₹5,000 crore, with about ₹1,000 crore going to the US (Apparel Resources (opens in a new tab)). The newspaper above put ₹5,000 crore on the US alone. We don't use either as a size. What both agree on is that the US is a large customer, and that the 2025 tariff hit was felt in the town.

How Buying Works In Agra

Ask what the maker is good at. Agra's export makers grew up on Soviet and then American orders, and the products differ by unit. Ask for the styles a maker already runs for export, and pick from those, because Indian factories are far more willing to repeat an existing construction than to develop a new one, as foreign buyers keep finding (buyers on forums, 2020 to 2025).

Ask who tans the leather. Agra makes shoes, but much of India's tanning happens in Kanpur and the Tamil Nadu belt. The tannery decides chromium VI results and grade, so name it in the order and have the tests follow the hide lot. The full test plan is on quality control in India.

Check the firm, not the town. Start with the free public records on how to verify Indian suppliers, then ask for the factory address and compare it with the exporter's registration. Plenty of good shoes reach buyers through merchant exporters who place work with other units. That's normal. You just want it in writing. Getting Shoes Out Of Agra

Agra has its own container depot, ICD Agra East Bank, run by the national rail container operator and open for export cargo (CONCOR terminal list (opens in a new tab), read 23 Sep 2026). The customs data suggests few exporters use it for the goods we checked, so ask your supplier where they actually stuff and clear the container.

The town is inland, so the port is a long way off. In a straight line Agra is 972 km from Mundra and 1,051 km from Nhava Sheva (our great-circle calculation, so the road and rail run longer). In US records, Indian leather shoes load mostly at Nhava Sheva (36% of bills), then Colombo (15%) and Salalah (10%), which are transshipment hubs for cargo fed from Indian ports. Mundra carries about 7%. Carrier schedules we read in September 2026 showed Mundra to New York at a median of 30 days and Nhava Sheva at 33, while Nhava Sheva was faster to Rotterdam at 33 days against Mundra's 38 (Indicative, a few sailings each, and schedules change).

That inland leg is why the Incoterm matters more here than at a port town. Quote on FCA at a named depot rather than FOB at a port you can't see, and make the supplier name the depot in writing. Samples fly from Delhi, which is the nearest airport with real international freight.

Fairs

Agra's makers show in Delhi and Chennai rather than at home. The India International Footwear Fair at Bharat Mandapam, New Delhi, is set for 5 to 7 August 2027, and the leather council's BFLEX is the other Delhi option. The India International Leather Fair in Chennai is the bigger leather show, but its 2027 dates aren't out yet. Agra is close enough to Delhi that a fair visit and a factory day can share one trip.

Back To The Exporter

The man who moved his business from Moscow to New York has now watched the second market wobble. The tariff position has changed several times since August 2025, and the current rate is on India to the US. If you buy for the UK, the EU, Australia or New Zealand, Agra's makers have every reason to want your order. That's a reason to ask good questions and set a clear spec, not a reason to expect a discount.
